Delhi Pollution Control Committee

Delhi Pollution Control Committee is responsible for issuing a license called "DPCC license". DPCC is governed and regulated by the Ministry of Environment & Forests & climate change. Regulatory Existence of DPCC
Delhi Pollution Control Committee (DPCC) is an autonomous regulatory body that came into existence w.e.f. 01.06.1991 after Notification Dated 15.03.1991 of Central Pollution Control Board (CPCB), which delegated all its powers and functions to DPCC, under Section 4(4) of Water Act & Section 6 of Air Act.
DPCC acts as a regulatory body in respect of NCT of Delhi for implementing various Environmental / Pollution Control Laws enacted by the Parliament and notified by MOEF, Govt. of India headed by Chairman, DPCC [Secretary (Env.), Govt. of NCT of Delhi]. DPCC was reconstituted vide Notification Dated 14.06.2012 and Consists of 16 Members including Chairman, Member Secretary, Representatives of various Government Departments, Experts in Environment and NGOs.

What are the Types of Industries?
DPCC has classified Industrial activities into White, Red, Green and Orange categories. These categories are decided based on Pollution Potential, as already mentioned on the website of DPCC.



1. White Category

  • In 2016, the Government came with the concept of 'White Category'. The category is launched in an attempt to segregate the least polluting industry. It shows disdain toward the reality that these businesses don't require any assent certificate since their non-polluting nature. The industries falling under this category operates by DPCC categories; the white category industry type has a pollution index from 0-20. This is considered the minor pollution industry type.

2. Green Category

  • Industries with a pollution index of 21 to 40 fall under the Green category. These industries need to submit consent before forming the industry. These are considered polluting industries, so these industries have to consent to operate and consent to establish.

3. Orange Category

  • These businesses cover the contamination record of 41 to 59. Orange category industries cannot commence their business without submitting an assent certificate. And a bit like within the green category, orange category industries also have to offer assent certificates before establishing and operating the industry.

4. Red Category

  1. Ministry of Environment & Forests has put too many contaminating businesses beneath the red category. Also, these are not permitted to work in an ecologically sensitive or beneath the guaranteed region. Every industry that deposits hazardous and toxic materials comes under the Red category industries. The red category covers business sectors whose pollution index is above 60. Businesses coming under this category are not allowed to operate in Delhi purview. Some red category industries deal with dangerous chemicals, automobiles, mining, Bio-medical waste, etc.

4.1 H-Category (DPCC Categories)

Consent To Establish

  • Application Form

  • The applicant duly signs the undertaking in the prescribed format.
  • Project Report giving details of the unit, various activities, proposed capital investment, nos. of workers & employees, raw materials, Manufacturing Process in Detail with a flow chart, details of water consumption & discharge, products & by-products (with the quantity per day), source of emissions and proposed/ pollution control system/ wastewater/ measures (details of design & constitute units), as applicable
  • Layout plan – Unit dimensions & directions are to be indicated In the layout plan the so that exact boundary of the unit is known.
  • Proof of possession of allotment letter/ plot/ lease deed. Valid rent agreement in case of rental premises.
  • PAN Card of the Proprietor/Industrial Unit/ HCU issued by Income Tax department except for Government. Owned / PSU Agencies
  • Original authorization letter, except in case of individual proprietary.

Consent To Operate/Renewal
  • Application Form
  • Consent Fee
  • Undertaking duly signed by the applicant in prescribed format
  • Certificate from Chartered Accountant (column 5 of the consent form)
  • Manufacturing procedure in Detail with the flow chart
  • List of products manufactured, raw materials used, and by-products generated during the procedure with max. quantity per day
  • Noise Monitoring Report of D.G. Set from the empanelled laboratory of DPCC, if any, not more than six months old.
  • ETP/STP effluent analysis report of DPCC from the empanelled laboratory, not more than six months old, if applicable
  • If applicable, stack monitoring report(s) not more than six months old from the empanelled laboratory of DPCC.
  • Proof of CETP Membership if CETP exists in the name & address of the unit.
  • Copy of the power/electricity bill of the connection being utilized by the applicant
  • In the case of Municipal Supply, you need to give a copy of Water Connection.
  • PAN Card of the Proprietor/Industrial Unit/HCU issued by Income Tax department except for Government. Owned / PSU Agencies
  • The original authorization letter except in the matter of individual proprietary concern.
  • Copy of CGWA/ DC Permission/DJB/ Registration
  • MSME/SSI Registration Certificate, If any.
  • Proof of conformity with the provisions of Master Plan 2021 of Delhi from the relevant authority/local body shall be taken. OR Relevant provision in the Master Plan showing agreement of the activity shall be taken.
  • In case of Restaurant, Eating House, Red Sweet Shops, Dhaba & Hotels sector (RESDH) and Banquet Halls / Party Lawns:- Proof regarding the connection of their drainage system to the Municipal / Public / Delhi Jal Board Sewer from the concerned Authority (MCD/ DJB /NDMC/DCB).
  • OR, Self-certified undertaking that the unit has a proper correlation of their drainage system to the Municipal/ Public /Delhi Jal Board Sewer shall be taken where industry units are located in the sewered areas.
  • Valid FSSAI License in case of the units using tobacco as raw material from Food Safety Department, Govt. of NCT of Delhi.
  • In case of Petrol Pump cum Service Station:-

1. Approved Layout Plan (from Oil Companies)
2. Allotment dealership/letter with one of the 4 National Oil Companies, i.e. Hindustan Petroleum, Indian Oil Company, Bharat Petroleum & IBP.
3. Letter stating that dealership agreement is valid as on date from Oil Company.
4. Proof of conformity with the provisions of Master Plan 2021 of Delhi from the relevant authority/local body shall be taken/Relevant provisions in the Master Plan 2021 showing agreement of the operation shall be taken.

If the unit falls in the industrial area allocated for re-development under MPD 2021, Longitude & latitude shall be obligatory to be submitted by the team in the self-licensed undertaking. Any one of the documents as proof of the date of the establishment must be taken.
a) Any order/direction by DPCC
b) Municipal Corporation License
c) Factory License
d) BIS License
e) Sales Tax Registration.
f) ITR of the industry.
g) SSI Permanent registration.
h) Excise registration for manufacturing.
i) Drug license if a unit is manufacturing item sheltered under Drug Act.
j) Manufactures certificates in case of house embraces electrical appliances.
k) Land Line telephone bill in the name of the unit.
l) Power bill in the name of the unit.

  • Project Report giving details of the unit, various activities, proposed capital investment, nos. of workers & employees, raw materials, Manufacturing Process in Detail with a flow chart, details of water consumption & discharge, products & by-products (with the quantity per day), source of emissions and proposed/ pollution control system/ wastewater/ measures (details of design & constitute units), as applicable

  • Stack monitoring report(s) from the empanelled laboratory of DPCC not more than six months old, if applicable

  • Copy of Water Connection, in case of Municipal Supply.
  • PAN Card of the Industrial Unit/Proprietor/HCU issued by Income Tax department except for Govt. Owned / PSU Agencies
  • Original authorization letter except in case of the individual proprietary concern.
  • Copy of CGWA/DJB/DC Permission/ Registration, if any.
  • SSI / MSME Registration Certificate, if applicable.
  • In case of RESDH (Restaurant, Eating House, Sweet Shops, Dhaba & Hotels) sector and Banquet Halls / Party Lawns:- Proof regarding the connection of their drainage system to the Public / Municipal / Delhi Jal Board Sewer from the concerned Authority (DJB/MCD/NDMC/DCB).
  • OR self-certified undertaking that the unit has a proper connection of their drainage system to the Public / Municipal /Delhi Jal Board Sewer shall be taken where teams are located in the sewered areas.
  • Valid License from Food Safety Department, Govt. of NCT of Delhi if the units use tobacco as raw material.

Registration Procedure for Obtaining Consent Certificate from DPCC




Verification Of Business Activity

All the industries that are looking for consent certificates first must verify their business activity. Once the verification is done, industries are further classified based on business activity.

• For the white category, industries can submit documents online and later, an undertaking is generated. The business entity needs to submit a hard copy along with a signature to DPCC.

• Talking of the Green and Orange category, it is necessary to check if the site comes in the list of industrial areas; if yes, the industry submits the documents online at DPCC official website.


SDM Letter

  • If the site is under the re-development region, an SDM letter or industry assessment letter must be given. If the site isn't under a re-development zone, the refusal of DPCC consent must be provided.

Online Submission Of Documents

  • Once the checking is done, the industry needs to submit essential documents on the web. http://dpccdelhigovt.nic.in

Undertaking (White)/CTE Generation (Others)

  • In the case of the white category, the DPCC Undertaking Generation will be generated, and in the case of the Orange/Green category, the DPCC CTE Application will be developed.

Submission Of Hard Copy

  • The business needs to present a hard copy of the CTE application/ DPCC Undertaking alongside the signature. A while later, the Board gives a CTE declaration.

Pollution Control Device

  • Lastly, the industry needs to figure out if there is any need for the pollution control device. If the answer is positive, then the need arises to install the equipment of pollution control device. The DPCC Lab will monitor the control of equipment.

Generation & Submission Of DPCC CTE/CTO Application

  • After this, the application of CTO is generated. The industry has to submit the CTO application to DPCC along with the signatures. Once all the verification is done, a CTO certificate is issued.


Functions of DPCC Specified by Government of India
The primary functions of the Delhi Pollution Control Committee (DPCC) specified by the Government of India as per the Air, Water, and Noise Pollution Act, which are as follows:-
  • Issuance of the Consent Certificate to relevant Industries falling in the conforming areas under Green & Orange Categories.
  • Issuance of Authorization to the Clinics, Hospitals, Animal Clinics, Blood Banks, etc.
  • Direct and advise the Delhi Govt. on any matter concerning prevention & control of water & air pollution, and improvement of the quality of air;
  • Organize a comprehensive mass awareness programme through mass media on the prevention, control or abatement of water & air pollution
  • Collect, pile up & publish technical and statistical data concerning water & air pollution and the measures made for their effective prevention, control, or reduction.
  • Prepare codes, manuals, and guidelines connecting to treatment and disposal of sewage & trade effluents, also for stack gas cleaning stacks, devices, and ducts;
  • Publicize information in respect of matters involving water and air pollution & their prevention as well as control;
  • Follow up standards for trade effluents, treatment of sewage and emissions from industrial plants, automobiles, & any other polluting source;
  • Develop reliable and economically viable methods of treatment of sewage, trade effluent and air pollution control equipment;
  • Assess the quality of ambient water and air, inspect wastewater treatment installations, air pollution control equipment, industrial plants or manufacturing process to evaluate their performance, and take steps to prevent, control, and reduce air and water pollution.

Grant Period for CTO/CTW/CTE

The period for which the consent to set up and consent to work is allowed by DPCC in Green and Orange categories of Industries:-

  • Consent To Establish
  • One year, it is conceded to build up the unit for all the units allowable to run in Delhi.
  • Consent To Operate
  • It is acknowledged for ten years to Green category industries.
  • Consent To Work
  • It is recognized for five years in Orange category industries.
