Citizens of Bihar are required to obtain documents like caste certificate, income certificate and residential certificate, for availing of various government facilities, including state and central government schemes or scholarships. The Bihar government had introduced the eservices online portal serviceonline.bihar.gov.in for providing RTPS and other services within a specified time. The facility ensures transparency since public utility services would be delivered without delay.
The RTPS portal helps users to apply for various certificates online. Further, they can also check their application status, download the certificate, and access other services on the RTPS Bihar online portal. The RTPS website http://rtps.bihar.gov.in/rtps/ directs users to the serviceonline.bihar.gov.in portal.
The Bihar RTPS is an online portal introduced to enable citizens directly access various RTPS services and apply for income, caste, and residence certificate documents and other documents in a faster and seamless manner.
Earlier, people had to approach the relevant government office for obtaining documents like caste, residence, and income certificate. These documents may be required when applying for various government jobs, government schemes, or admissions to schools and colleges.
Caste certificate is a document issued by the Government of India to people of all the castes in India, including those belonging to Scheduled Castes, Scheduled Tribes, Other Backward Classes. The Bihar caste certificate is necessary for those belonging to the Scheduled Castes, Scheduled Tribes, and Other Backward Classes. Citizens can get caste certificate in Bihar online and can be download it from the RTPS portal.
The income certificate, issued by the state government, serves as an individual’s proof of the annual income from all sources in one year. The authority issuing the income certificates may vary from one state to another. For example, it is issued by the District Magistrate or Revenue Department for rural tehsildar in rural areas.
Citizens can get the income certificate through self-declaration of their Income and applying for the document on RTPS Bihar portal online. Through the RTPS, Patna residents can apply for their income certificates online. The certificate is digitally signed by the District Administration, and it may take three to four days to generate the certificate.

Step 2: Go to ‘Apply Online’ and click on ‘General Administration Department’ under RTPS services. The same link is also given on the left side of the home page under RTPS services.

To access the Bihar caste, income or residence certificate download option, go to the serviceonline.bihar.gov.in website and click on ‘Download Certificate’. Users will be directed to a new page. Now, select RTPS services or other services from the dropdown, and enter the application reference number and name of the applicant. Then, click on ‘Download Certificate’.

Before the online facility to apply for income, residence and caste certificate in Bihar was introduced, citizens had to visit the relevant block in their area and get these certificates from the department concerned. This was a time-consuming process as people had to wait in long queues.
On the RTPS Bihar gov.in portal’s home page, users will find the self registration process option.
The portal also has the option to recover password. For this, click on the ‘forgot password?’ option. A new dialog box will appear.
Submit the login ID and captcha code. Click on ‘Submit’ option. You will get the option to reset your password.
Citizens in Bihar can get RTPS services offered by the Planning and Development Department. These include applications for RTPS Bihar birth certificate and death certificate. The service is available at block level public service centres.
Applicants need to visit the RTPS counter with the relevant application form. After duly filling in information like name, age, address, mobile number, email address, etc., they must submit the form and provide all the supporting documents.
Citizens can also use the RTPS serviceonline.bihar.gov.in portal to apply for the Bihar State Non-resident Labour Accident Compensation scheme. Applicants must click on the link given under the ‘Labor Resources Department’ on the home page. They will be directed to a new page that displays the application form.
After completing the form and uploading the supporting documents, submit the form.
Step 1: To check the status of your online application for documents like income certificate on the RTPS portal, click on ‘Track Application Status’ given under ‘Citizen Section’ or on the right side of the home page.
Step 2: You will see two options on the screen to track your application – Through Application Reference Number and Through OTP/Application Details.
Step 3: Provide the Application Reference Number and select the preferred option from – Application Submission Date and Application Delivery Date. Complete the word verification and click on ‘Submit’.
If you have chosen to track the application through OTP/Application Details, select the relevant service from the dropdown menu, complete the word verification and click on ‘Submit’.
The application status will be displayed on the screen.
Those who do not have access to internet facility can check the status through the SMS facility. All one is required to do is send a SMS – RTPS <Application ID> to 56060 to check the status of Income Certificate, Caste Certificate and Residence Certificate.
Visit the rtps.bihar.gov.in portal and click on ‘Print Your Receipt’ option given on the left side of the page. On the next page, enter the application ID and click on ‘Search’. The receipt will be displayed, and it can be downloaded for future reference.
One can visit the online RTPS Bihar portal serviceonline.bihar.gov.in and avail the services provided under the Revenue and Land Reforms Department section.
On the home page, go to ‘Online Application’. Now, click on the relevant services of the Revenue and Land Reforms Department given under external services.
Once the application form opens, fill in the required details and upload relevant documents. Click on submit.
The Bihar RTPS online portal also gives citizens the option of tatkal certificate verification for speedier verification and processing. To avail this service, go to the official website http://rtps.bihar.gov.in/rtps/ and click on the Verify Tatkal Certificate link.
On the next page, submit the application ID and click on ‘Status’. The certificate will be displayed on the screen.
To avail this service, click on the certificate webcopy (for Adhikar and RTPS Online) option on the home page of the RTPS services portal. On the new page, submit your application ID and click on ‘Show’ to get the certificate webcopy.

For some RTPS services, there may be applicable fees to be paid by the citizens. The payment can be done by the Service Provider Department through the OGRAS (Online Government Receipt Account System) payment gateway provided by the state government.
