The Bihar RTPS is an online portal introduced to enable citizens directly access various RTPS services and apply for income, caste, and residence certificate documents and other documents in a faster and seamless manner.

Earlier, people had to approach the relevant government office for obtaining documents like caste, residence, and income certificate. These documents may be required when applying for various government jobs, government schemes, or admissions to schools and colleges.

What is caste certificate?

Caste certificate is a document issued by the Government of India to people of all the castes in India, including those belonging to Scheduled Castes, Scheduled Tribes, Other Backward Classes. The Bihar caste certificate is necessary for those belonging to the Scheduled Castes, Scheduled Tribes, and Other Backward Classes. Citizens can get caste certificate in Bihar online and can be download it from the RTPS portal.

Step 1: Visit the official website of eservices Bihar https://serviceonline.bihar.gov.in/

Step 2: Go to ‘Apply Online’ and click on ‘General Administration Department’ under RTPS services. The same link is also given on the left side of the home page under RTPS services.

Step 3: Options for various RTPS services are:

• Click on the self registration option. A dialog box will appear with the registration form.
• Complete the registration form by providing details such as full name, email ID, mobile number, and password. Select the state from the dropdown and enter the captcha code.
• Click on ‘Submit’

RTPS Bihar: How to login?

• Go to the home page of the official RTPS Bihar portal
• Click on the login button on the top right corner of the page

• Read the ‘precautions’ displayed on the page. Click on ‘proceed to login’ option
•  A new dialog box will open. Enter the login credentials – the Login ID and OTP/Password. Submit the Captcha.
• Click on the ‘Log in’ button to sign into the portal.

The portal also has the option to recover password. For this, click on the ‘forgot password?’ option. A new dialog box will appear.

Submit the login ID and captcha code. Click on ‘Submit’ option. You will get the option to reset your password.

RTPS Bihar: How to apply for birth certificate and death certificate?

Citizens in Bihar can get RTPS services offered by the Planning and Development Department. These include applications for RTPS Bihar birth certificate and death certificate. The service is available at block level public service centres.

Applicants need to visit the RTPS counter with the relevant application form. After duly filling in information like name, age, address, mobile number, email address, etc., they must submit the form and provide all the supporting documents.

RTPS Bihar online: Apply for services of Labor Resources Department

Citizens can also use the RTPS serviceonline.bihar.gov.in portal to apply for the Bihar State Non-resident Labour Accident Compensation scheme. Applicants must click on the link given under the ‘Labor Resources Department’ on the home page. They will be directed to a new page that displays the application form.

After completing the form and uploading the supporting documents, submit the form.

RTPS Bihar: How to check application status online?

Step 1: To check the status of your online application for documents like income certificate on the RTPS portal, click on ‘Track Application Status’ given under ‘Citizen Section’ or on the right side of the home page.

Step 2: You will see two options on the screen to track your application – Through Application Reference Number and Through OTP/Application Details.

Step 3: Provide the Application Reference Number and select the preferred option from – Application Submission Date and Application Delivery Date. Complete the word verification and click on ‘Submit’.

If you have chosen to track the application through OTP/Application Details, select the relevant service from the dropdown menu, complete the word verification and click on ‘Submit’.

The application status will be displayed on the screen.

Those who do not have access to internet facility can check the status through the SMS facility. All one is required to do is send a SMS – RTPS <Application ID> to 56060 to check the status of Income Certificate, Caste Certificate and Residence Certificate.

RTPS Bihar: Online procedure to print receipt

Visit the rtps.bihar.gov.in portal and click on ‘Print Your Receipt’ option given on the left side of the page. On the next page, enter the application ID and click on ‘Search’. The receipt will be displayed, and it can be downloaded for future reference.

RTPS Bihar: Apply online for Revenue and Land Reforms Department services

One can visit the online RTPS Bihar portal serviceonline.bihar.gov.in and avail the services provided under the Revenue and Land Reforms Department section.

On the home page, go to ‘Online Application’. Now, click on the relevant services of the Revenue and Land Reforms Department given under external services.

Once the application form opens, fill in the required details and upload relevant documents. Click on submit.

RTPS Bihar: Instant certificate verification process

The Bihar RTPS online portal also gives citizens the option of tatkal certificate verification for speedier verification and processing. To avail this service, go to the official website http://rtps.bihar.gov.in/rtps/ and click on the Verify Tatkal Certificate link.

On the next page, submit the application ID and click on ‘Status’. The certificate will be displayed on the screen.

How to view Management Information Report of RTPS Services?

• To check the Management Information Reports, go to the official website of Bihar Right to Public Services and Other Services.
• Click on the Management Information Report for RTPS Services option. A new page will be displayed on the screen.
•  Enter the User ID and Password. Submit the captcha code. Then, click on ‘Submit’ to view the Management information report of RTPS services.

RTPS Services: How to view certificate web copy?

To avail this service, click on the certificate webcopy (for Adhikar and RTPS Online) option on the home page of the RTPS services portal. On the new page, submit your application ID and click on ‘Show’ to get the certificate webcopy.

RTPS: Fee payment for online services

For some RTPS services, there may be applicable fees to be paid by the citizens. The payment can be done by the Service Provider Department through the OGRAS (Online Government Receipt Account System) payment gateway provided by the state government.

• Citizens are required to complete the online application form for the specific service, provide the supporting documents and make payment.
• The screen will direct users to OGRAS from ServicePlus.
• Choose ‘Period Year’, ‘ePayment’ option in ‘Payment Mode’ and the bank. Select payment through net banking, debit card or credit card.

1. Residential certificates, caste certificates, income certificates, etc. attested through the portal will be subject to final verification by the issuing authority.
2. Applicants can check the service status sent through SMS and email.
3. Applicants can type in Hindi after typing the “English Name” in the application form, and press Tab button, the “Hindi Name” will be typed automatically.
4. Applicants can visit the RTPS portal and click on the Self-Help section to read usage instructions for RTPS, processing of Application (Verification, Approval, Issue, Distribution, etc.) by the Public Servant concerned.
