Before anything else, select a location that complies with:
Zoning laws

Valid for 1–5 years
To serve alcohol legally, get a Liquor License from the Excise Department, Government of Goa.
FL-3: For hotels and restaurants
CL: Country liquor
L-4/L-5: Bar licenses

Obtain a Fire Safety NOC from the Fire Department after inspection.

Apply for a Pollution Clearance from the Goa State Pollution Control Board.
This ensures your bar/restaurant doesn’t harm the environment (waste disposal, noise levels, etc.)
