The linking of PAN with Aadhaar continues to be one of the most important tax compliance requirements for individuals in India. The Income Tax Department has made it mandatory for eligible PAN holders to link their PAN with Aadhaar, failing which the PAN may become “inoperative.” An inoperative PAN can create major difficulties in filing income tax returns, claiming refunds, banking transactions, investments, and other financial activities.
This article explains the latest status of PAN-Aadhaar linking, the applicable penalty, consequences of non-linking, and the process to reactivate an inoperative PAN.
Under Section 139AA of the Income-tax Act, eligible individuals are required to link their PAN with Aadhaar. The government had earlier fixed 30 June 2023 as the primary deadline, after which unlinked PANs became inoperative.
Subsequent CBDT notifications and updates have also provided compliance timelines for specific categories of taxpayers, including individuals who obtained PAN using Aadhaar Enrolment ID. Reports indicate that unlinked PANs may become inoperative from 1 January 2026 for such specified cases if the linking is not completed by 31 December 2025.
If PAN is linked with Aadhaar after the prescribed deadline, a late fee of ₹1,000 is payable under Section 234H of the Income-tax Act.
The fee must be paid before submitting the PAN-Aadhaar linking request on the Income Tax portal.
If PAN is not linked with Aadhaar within the prescribed timeline, it may become inoperative under Rule 114AAA of the Income-tax Rules.
An inoperative PAN can lead to the following consequences:
Taxpayers may face issues while filing ITR using an inactive PAN.
Income tax refunds may remain pending until the PAN becomes operative again.
Banks, employers, and other deductors may deduct TDS at higher rates where PAN is inoperative.
Certain high-value transactions such as:
may get impacted.
Financial institutions may reject or delay KYC verification where PAN status is inactive.
You can check the linking status online through the Income Tax e-filing portal.
If your PAN has already become inoperative, it can generally be reactivated by completing the PAN-Aadhaar linking process.

The Income Tax Department verifies:
Once validation is successful, the PAN is generally reactivated within a few days, though some cases may take longer.
Many taxpayers face rejection due to mismatch in records. Common issues include:

Certain individuals are exempt from mandatory linking, such as:
Taxpayers should verify their eligibility before proceeding.
PAN-Aadhaar linking is now a critical compliance requirement for smooth tax and financial operations. Failure to complete the process may result in an inoperative PAN, higher TDS, refund delays, and transaction restrictions. However, taxpayers can still reactivate their PAN by paying the prescribed penalty and completing the linking process online.
